A quarter of an hour is a common grace period for an appointment or a restaurant reservation before you count as late. On a clock face the minute hand moves exactly a quarter turn, so :00 becomes :15, :15 becomes :30, :30 becomes :45 and :45 becomes the top of the next hour.
